This week, Alberta's legislature voted to increase municipal land and water fees. It is the latest in a series of land and water tax increases that will have ripple effects across the province and the nation.

The move is important, because in the vast majority of Alberta, the land tax is completely optional. Residents have no right to get a permit to build new housing.

The new provincial law will create the Alberta Land and Water Commission, which, under the title, gives Alberta the authority to levy a property tax on its land and waters — without considering the needs of homeowners and developers.

Here's what's at stake in your city

If you have a water source, you can add to your property tax bill by paying the levy and collecting the fee. The more water a property uses, the more the property taxes increase.

With a city's water resources under the control of its municipalities, those with an interest in the water must get the approval of municipalities to use water resources. Many municipalities are required to provide a water resource status certificate to allow them to use water resources in any way deemed necessary.

"These rules will give the city water quality oversight over land and water, and allow us to build stronger bonds with residents in an effort to address some of the most critical challenges that our province faces today," said Alberta's minister of water resources, Derek Fildebrandt.

In addition, the proposed legislation will make provisions to ensure that residential developments within city limits have to submit their water quality applications to the water regulator.

These protections will prevent developers from getting around environmental regulation and allow them to avoid the cost of water tests for water use that require city services.

If you have a land source, you are exempt from any part of the water tax — from levying a property tax to collecting the fee.

The new legislation will also ensure that your land will be eligible for a property tax credit once the levy is raised to the following levels:

$30 for a 10-hectare farm with a well-maintained water source and 1,000 registered acres

$65 for a 50-hectare farm with a well-maintained water source and 1,000 registered acres

$150 for a 300-hectare farm with a well-maintained water source and 10 registered acres

$200 for a 1,000-hectare farm with 10 registered acres or more

Govt considers new laws to deal with awb

The New York Times reported this weekend that the US military has decided to extend a three-month moratorium on new laws to deal with the explosion of a bomb at a New York City gas station. The New York Times also reported that the US Department of Defense has approved the use of drone attacks against civilians in Yemen.

The Pentagon announced this weekend that it would "proceed cautiously," while the State Department declared that the use of drone attacks in Yemen would continue indefinitely.

The State Department's State Department Fact Sheet noted that the ban could continue. Under the Obama administration, the Pentagon had been seeking to extend the temporary ban on use of drones in Yemen to cover drone attacks carried out in Afghanistan and in Somalia, where the CIA continues to operate.

"While the department was considering these options, the Obama administration continued to review and examine additional options for further tightening its travel ban on persons of Yemeni descent and those from certain countries with a history of terrorist activity, including the al Qaeda affiliate in Yemen and Somalia," the State Department fact sheet said.

Drones that are not targeted at "individuals" and are operated outside of war zones pose the risk of being destroyed or damaged by any terrorist or insurgent that might be operating within a few meters of them. In the case of drones operating in conflict zones, the drones could be armed with weapons of mass destruction or chemical weapons.

The New York Times reported that the Pentagon is expected to recommend to the president that the use of lethal force be "expedited and limited in order to protect American lives, interests and national security."
